  1. Call to Order

 

              Mayor O’Leary called the meeting to order. 

 

  1. Approve Agenda

 

Mayor O’Leary asked if there were any additions or corrections to the agenda.   Mayor O’Leary requested to add item 8a – Appointment of Election Judges.    

             

              Councilmember Beckett moved to adopt the agenda as amended, seconded by Councilmember Bulach.  Motion carried (5-0).

 

  1. Consent Agenda

 

              Councilmember Nelson moved to approve the consent agenda, seconded by Councilmember Hovey.   Motion carried (5-0).

  2. List of Bills
  3. Monthly Financial Statements
  4. Receive Building Inspection Report
  5. Receive City Forester Report
  6. Receive Public Safety Report

              There were no presentations.

 

 

6a.         Conditional Use Permit Request at 2035 Charlton Road

              City Planner Johnson presented the Planning Memorandum dated October 2, 2024, regarding the application for a Conditional Use Permit to allow for the construction of a two-row solar array at 2035 Charlton Road by St. Annes Episcopal Church.

 

              Mayor O’Leary moved to adopt Resolution No. 24-16, approving a Conditional Use Permit for the property at 2035 Charlton Road, Sunfish Lake, Dakota County, Minnesota, seconded by Councilmember Beckett.  Motion carried (5-0).

 

              A friendly amendment was made to approve the resolution to include:

 

  • The applicant is required to install up to 8 Norway Spruce trees on site in a location determined by the City Forester. The trees must be six feet in height at installation.
  • The posts of the panels must remain a grey color. The white inverter should remain as is with regard to color.

              There were no comments on the City Planner’s report dated October 8, 2024.

7a.         Engineer’s Report:

              There were no comments on the City Engineer’s report dated October 1, 2024.

  1. Resolution Appointing Election Judges

 

Councilmember Nelson moved to adopt Resolution No. 24-15, appointing Election Judges, seconded by Mayor O’Leary.  Motion carried (5-0).

 

  1. Purchase of Portable Cameras

 

Mayor O’Leary moved to authorize the purchase of a portable camera that will be mounted on an electrical pole that will record and provide real time video of locations where are of concern in the city for an amount not to exceed $14,000, seconded by Councilmember Hovey.  Motion caried (5-0).

 

 

  1. Adjournment

              Mayor O’Leary adjourned the meeting at 7:58 p.m.
