- Call to Order
Acting Mayor Hovey administered the Oath of Office of Councilmember Beckett.
- Approve Agenda
Acting Mayor Hovey asked if there were any additions or corrections to the agenda.
Councilmember Hansen moved to adopt the agenda, seconded by Councilmember Beckett. Motion carried (3-0).
- Consent Agenda
Councilmember Beckett moved to approve the consent agenda, seconded by Councilmember Nelson. Motion carried (3-0).

Police Chief Sturgeon discussed the option of purchasing two portable cameras from grant funds. This item will be placed on the next regular meeting.

- Public Hearing/Presentations
There were no pubic hearings or presentations.
- Planner’s Report:
- 389 Salem Church Road: The contractor for the new owner of this property has applied for major site plan review and variances to add a pool, sunroom, and garage space to the site. The applicant has submitted all requested information, and the item will be reviewed at the February 15, 2024, Planning Commission meeting.
- 2570 Delaware: The homeowners are contemplating the installation of a pool, bocce ball court and putting greens, as well as entry monument/gates and fencing. The contractor has submitted an application for major site plan approval and a conditional use permit for this work, and staff has met with the applicant to ensure they provide a complete submittal before the item is placed on a Planning Commission agenda.
- 5960 Zehnder Road: The property owner has applied for a variance to install a new septic system within the required 150-foot setback from the ordinary high-water mark. Staff’s initial review of the submittal has resulted in an incomplete letter to the applicant. Much information was missing from the submittal, including a grading and drainage plan, which is critical for this project on this site. Staff is waiting for the resubmittal of requested information.
- Existing Cell Tower Work at 2035 Charlton Road: T-Mobile has applied for a building permit and has submitted an application for installation or repair of a utility with regard to the existing cell tower at the church. The applicant is not proposing anything new for this tower but is replacing existing equipment. The tower is not changing in height size. They have applied for the required utility permit with the City Engineer.
- Ordinance Updates: Several chapters have been redlined and the Mayor and I will be meeting to discuss the proposed ordinance changes.
- Engineer’s Report:
- Engineering Activities Undertaken in the Month of January
- Staff conducted a review of historical corporate limits (city boundaries) of Sunfish Lake following a request from the US Census Bureau. Staff determined that no changes to the corporate limits have occurred since 1965 and responded to the US Census Bureau.
- Staff completed a survey request from the MN Department of Labor and Industry – Labor Standards Division’s Prevailing Wage Unit regarding projects completed in the past 12 months that required prevailing wages.
- Building and Site Reviews in the Month of October
- Staff conducted reviews for the following properties this past month:
- 389 Salem Church Road – Staff completed an engineering review and memo for the resubmittal of the Major Site Plan. Recommendations were to address comments and resubmit for final approval.
- 5960 Zehnder Road – Staff completed an engineering review and memo for the variance request of the septic system replacement. Recommendations were to resubmit a site plan consistent with the City of Sunfish Lake Site Plan and Building Application Procedures.
- 389 Salem Church Road – Staff met with the applicants to conduct a preliminary review for the Major Site and Building Plan Approval/Conditional use Permit.
- Public Works Activities Undertaken in the Month of October
- Staff worked with the contractor on snow removal and addressing areas of concern following the snow/ice event on January 4, specifically on Zehnder Road.
- Staff ordered a replacement stop sign and post for a sign that was knocked down at the intersection of Salem Church Road and Salem Lane. Staff also reached out to Police Chief Sturgeon to have a temporary sign placed until the new permanent stop sign can be installed. Also working to get a fire sign replaced at 2 Salem Lane.
- 8. NEW/OTHER MATTERS:
- Appointment of Election Judges
Councilmember Nelson moved to adopt Resolution No. 24-5, appointing Election Judges to serve at the 2024 Elections, seconded by Councilmember Beckett. Motion carried (3-0).
- Lease Agreement with the City of Lilydale
Councilmember Beckett moved to approve the Lease Agreement between the City of Lilydale and City of Sunfish Lake for Record Storage, seconded by Councilmember Nelson. Motion carried (3-0).
- Counting Write-In Votes for Local Elective Office
Councilmember Hansen moved to adopt Resolution No. 23-22, Counting Write-In Votes for Local Elective Office, seconded by Councilmember Nelson. Motion carried (3-0).
- Adjournment
Acting Mayor Hovey adjourned the meeting at 7:18 p.m.
