CITY OF SUNFISH LAKE
PUBLIC HEARING PROCEDURE
To increase the understanding of the procedure being followed in public hearings, the following steps are used:
1. Chair – Description of request/Introduction
2. Staff – Description of request, analysis, recommendations
3. Applicant – Added comments and statements
4. General Public – Comments and presentations
5. Chair – Call for Planning Commission discussion and questions
6. General Public – Additional comments and questions
7. Chair – Close public hearing
8. Chair – Additional Commission discussion / call for motion
Rules for ZOOM Meeting
1. All City Staff and Council or Planning Commission members should use their name when logging on to the meeting; or email Ryan Krzos prior to the meeting with the phone number they will call-in from. (It is hoped that everyone will be able to attend via video.)
2. All participants’ mics should be muted in order to avoid inadvertent background noise distraction.
3. There should only be one speaker at a time during the meeting.
4. If City Staff or a Council or Planning Commission member wishes to speak, they should unmute their mic and announced their name and that they wish to speak.
5. If a member of the public wishes to make a comment, during the public comment section of the meeting, only at that time should their mic be un-muted. They need to state their name and address for the record. They can request their mic be un-muted by the moderator via the chat section of Zoom.
6. Anyone connecting to the meeting should have a name not a phone number associated with the connection. If phone number only, then they should be identifying themselves somehow.
7. All documents must be presented prior to the meeting to the City Staff, Council and/or Planning Commission members prior to the meeting. Preferably at least a few days prior.
8. The recording of the meeting is not the official transcript of the meeting. It will still be the published minutes.
9. Video of any participant should not be a requirement. Audio at a minimum.
Alternative Rule: If we run into a problem unmuting our mics and asking to be heard because too many people are doing it at the same time; we can all go to the ZOOM taskbar and in the middle of the taskbar there is a “Participants” icon which we should click on. That will bring up a side-screen with all of the participants listed. On the bottom of that participant screen is a “Raise Hand” icon which you can click on and off to “Lower Hand.” The “host” of the meeting will have to pay attention to who is raising their hand on the participants list and call on that person.
One further comment is be aware of your background and the fact you are being "on-camera" at all times and respond as if you are actually physically present at a Council or Planning Commission meeting. (Having dogs or cats or kids running around or eating a meal within camera vision is distracting to all other participants! Yes, we have seen ALL those activities in video-conferences!)
