Section 701. 01 General Parking Regulations.
Subd. 1. Powers of Council to Designate Permanent “No Parking” Zones or Limit Time of Parking. Pursuant to Minnesota Statutes 169.04, the City Council is authorized to designate certain streets or portions of streets as “No Parking” zones and to designate certain streets or portions of streets where the right to park is limited during specified hours. In establishing or changing permanent “No Parking” zones or parking restrictions, the City Council shall pass a resolution or ordinance at a meeting adequately describing and defining said “No Parking” zones or parking restrictions. No Person shall park a vehicle in a designated “No Parking” zone or park a vehicle in any limited parking zone for a longer period than so specified.
Subd. 2. Temporary “No Parking” Zones. The Chief of Police is hereby authorized to issue and post temporary “No Parking” signs that, in the Chief’s judgment and discretion, are necessary to administer any large event or special event, protect public safety, and preserve public safety vehicle access within the City. No Person may park a vehicle in any temporary “No Parking” zone.
Subd. 3. Signs. All signs, upon placement, shall be in full force and effect under the Laws of the State of Minnesota Chapter 169, the Highway Traffic Regulation Act.
Subd. 4. Penalty. Any Person found guilty of violating the provisions of this Section shall be guilty of a petty misdemeanor and, upon conviction, shall be punished by a fine, including the costs of prosecution thereof.
Subd. 5. Towing. Pursuant to and in accordance with state law, the Police Department may cause any vehicle parked in violation of this Section to be towed at its owner’s sole expense.
