1. CALL TO ORDER: Mayor Williams opened the meeting at 7:00 p.m. and requested a moment of silence to honor long-time resident Brent Baskfield who passed away unexpectedly.
2. APPROVE AGENDA: Mayor Williams asked if there were any additions or corrections to the agenda
Councilmember Hovey asked that discussion of parking on Charlton Road be added to the agenda.
Mayor Williams asked if there were any further additions and there was no response.
Councilmember Bulach moved to adopt the agenda as amended to include Discussion of Parking on Charlton Road under New/Other Business as Item 8.j., seconded by Councilmember Hovey and carried. (4-0)
3. CONSENT AGENDA: Mayor Williams asked if there were any questions or comments relating to any items on the Consent Agenda and there was no response.
Councilmember O’Leary moved approval of the Consent Agenda as presented, seconded by Councilmember Bulach and carried. (4-0)

4. COMMENTS FROM THE PUBLIC: The Mayor asked if there were any comments from the public and there was no response.
5. PUBLIC HEARING/PRESENTATIONS: None.
6. PLANNING COMMISSION/PLANNER’S REPORT: a. Consider Proposed Ordinance Amendment Relating to Trash Container Storage on Property (Tabled from June 6, 2017 meeting) Planner Grittman stated that he had incorporated the language changes as recommended by the City Attorney and discussed by Council at their last meeting. He explained that the language relating to setback and placement of the trash containers was changed from “curb” to “boundary Line’ since most properties do not have curb at the end of the driveway. He offered to respond to questions.
Councilmember O’Leary identified a typing error under Section 1216.11.C, and stated that the word “property” in the first sentence should be changed to “properly”.
Mayor Williams stated his concern related to the fact that he would have difficulty complying with the requirement to remove the trash containers by the end of the collection day when he is out-of-town.
Councilmember O’Leary agreed that removing the containers at the end of the day may be difficult if residents are on vacation.
Mayor Williams questioned if the ordinance regulations are necessary.
Councilmember O’Leary advised that a few residents approached him and explained that it is more convenient to leave their containers out and questioned if they could leave the containers out if no one complains. He commented that in his opinion this type of incident could be worked out between neighbors.
Mayor Williams explained the ordinance was requested by to a resident whose neighbor left the containers at the end of a shared drive and had told him that they could do so since there were no laws to prohibit them doing so.
Councilmember O’Leary asked if a public hearing must be conducted to adopt the ordinance with the changes
Attorney Kuntz explained that the Council has the authority to make changes and adopt the ordinance with the proposed revisions without conducting another public hearing.
There was discussion relating to the time-frame for removing the containers from the property boundaries. Also discussed was whether or not the regulations are necessary and how to enforce of the ordinance.
Mayor Williams explained that the ordinance was introduced to assist with a neighborhood dispute and if no complaints are received it should not be a problem if the ordinance is adopted.
Councilmember Bulach commented that the situation between neighbors appeared to be extreme enough for the resident to approach Council and request the regulations.
Councilmember O’Leary explained that he would prefer a longer period of time for removal of the containers after collection so that he would be in compliance with the regulations in case he was on vacation or out-of-town.
Mayor Williams asked if there were any further comments or questions and there was no response.
Councilmember O’Leary moved to adopt Ordinance No. 2017-01 titled, AN ORDINANCE AMENDING THE SUNFISH LAKE CITY CODE ARTICLE XII (ZONING REGULATIONS), TO ESTABLISH REGULATIONS OF THE PLACEMENT AND STORAGE OF REFUSE CONTAINERS, with an amendment to Section 1216.11 REFUSE, B.1 and B.2. and amending the language as follows:
B.1. “Containers may be set out no sooner than one day two (2) days prior to collection day.
B.2. “Containers (and any material not picked up by the garbage hauler) must be removed from the front yard, driveway or public boulevard by the end of the day following the collection day.
and correcting the typographic error in Section 1216.11.C. in the first sentence by changing the word “property” to “properly”.
seconded by Councilmember Hovey and carried. (4-0)
b. Planner’s Report: Planner Grittman reviewed the following information listed in his report dated July 5, 2017 and stated that the June Planning Commission meeting was cancelled due to lack of applications. He explained that the City of Mendota Heights applied for an amendment to their Comprehensive Plan for a rezoning of two (2) sites from a business use to a multi-family use. He stated that the developer plans to build apartment complexes on Highway 13 on the two (2) sites commonly known as the Larson Garden Center and the Mendota Motel. He pointed out that the structures on these sites would be torn down and that the plans for redevelopment appear to be an enhancement of the property.
The Planner explained that the Comprehensive Plan Task Force would meet on July 19 to discuss the Inventory and Policy Plan sections of the Comprehensive Plan and Policy Plan sections as part of the Comprehensive Plan update.
Councilmember Bulach explained that there are property stakes in his yard and asked if the Planner was aware of any inquiries had been made for property near his home or if any applications are pending in this area.
Planner Grittman stated he had not discussed any plans for the area adjacent to Councilmember Bulach’s property and asked if it may be related to a property line shared with Musser Park.
Forester Nayes pointed out that the Land Trust would have contacted the City if there was something planned for Musser Park.
Councilmember Bulach commented that he thought it was odd that the stakes were placed in his yard.
Engineer Sterna indicated it may be a utility company that placed the stakes.
Staff agreed that they would contact Councilmember Bulach if they found any information on the stakes.
Council thanked the Planner for his report.
7. STAFF REPORTS: a. BUILDING INSPECTOR: The Mayor presented the June, 2017 Building Inspector’s report and explained that Inspector Andrejka was unavailable to attend the meeting this evening as he was attending the Mendota Heights Council meeting. He advised that there were seven (7) permits issued and five (5) permits closed in June.
Council receive the Building Inspector’s report as presented.
b. CITY ENGINEER: Engineering Activities Undertaken in June: A. Charlton Road Update: Engineer Sterna stated that the preliminary parcel sketches showing the easements were prepared and an introduction letter was mailed to residents the City would ask to provide easement dedication. He noted some meetings with residents had been scheduled during the next two (2) weeks and that he had made contact with the Church representatives and was attempting to contact those who had not responded to the letter. He explained that a title search would have to be done on these parcels once agreement was received for the easement dedication.
Councilmembers O’Leary and Bulach stated they had agreed to attend the meetings with residents and asked that the Engineer send them the proposed easement dedication agreements and parcel sketches as soon as possible so that they may review the information before the meeting.
Engineer Sterna responded that he would email the information to the Councilmembers and he reviewed the procedures for discussion with residents during the meetings.
Sunfish Lake Outlet: Engineer Sterna advised that the outlet for Sunfish Lake was currently plugged again due to the recent rain storms. He advised that the City has already cleaned the outlet twice due to heavy rainfall this yea. He explained that he had discussions with property owners on the lake regarding the outlet improvement residents did not favor paying for improvements to the outlet and one resident suggested that the outlet pipe be plugged and the water be allowed to flow over Charlton Road.
Mayor Williams commented that the outlet has never worked correctly and was not properly installed.
Councilmember O’Leary asked how the City could require the lake residents to pay for improvements to the outlet if it was part of the Charlton Road project.
The Attorney explained that there are statutory regulations in Chapter 429 of the Public Improvement Process that spell out the improvement procedures that must be followed to allow the City to assess benefitted property owners.
Councilmember Hovey asked if the project must be done as part of the Charlton Road project.
Attorney Kuntz responded yes and advised that if the outlet is not corrected, the drainage problems would affect the improved road. He advised that the two projects could be done at the same time and that Council could conduct two separate assessment hearings for each project.
Mayor Williams asked about damage caused downstream if the outlet is not repaired.
Engineer Sterna advised that his company had been working with Mendota Heights on storm water modeling and that the City would have to request authorization from that City prior to making the improvements to the outlet.
Councilmember O’Leary asked if the outlet costs would be assessed separately and the Engineer responded yes, but noted that a few residents may be assessed for the Charlton Road improvements as their property abuts Charlton Road.
Attorney Kuntz explained that the issue relates to ownership of the outlet and explained that the City entered an agreement 22 years ago with a group or association of lake owners which stated that the lake owners would pay for the outlet installation and then give ownership of the outlet to the City in the form of an easement. He noted that the easement was recorded and the outlet was constructed and paid for by the residents, however, once the outlet was completed the City refused to accept ownership of the outlet.
Councilmember Hovey agreed with the Attorney’s recollection relating to the outlet but stated he was unsure why the City was unwilling to accept ownership of the outlet.
Resident James Sullivan explained his recollection of the incident was that the City refused to accept ownership because the outlet was not built to the City Engineer’s design specifications at that time and did not work properly.
Engineer Sterna recalled that the City had the outlet re-dug and re-laid the pipe, however the outlet still did not drain properly and continued to plug as the water did not have enough velocity to clean out the pipe.
Councilmember O’Leary asked if the proposed outlet at a cost of $35,000 would correct the current issues.
The Engineer responded yes and noted that the size of the pipe would be increased, a manhole with a shut-off valve would be installed and the cleaning velocity increased. He commented that it is not a complex design but would improve the drainage issues.
Councilmember O’Leary asked if he could make a motion to construct the outlet if the Charlton Road project proceeds.
Attorney Kuntz pointed out that a motion would not be necessary at this time as it was always been the intent of Council during discussions of the Charlton Road project that the outlet be part of the project. He asked if the outlet was included in the feasibility report.
Engineer Sterna stated that the outlet was part of the feasibility report but that it was proposed as a separate project from the road improvement.
Councilmember Hovey asked if there would be two separate assessment hearings if the project moves forward.
Engineer Sterna responded yes and explained there are two (2) separate assessment rolls included in the feasibility report for the road improvement and the outlet improvement.
Attorney Kuntz asked if one contract would be let for both projects and the City Engineer responded yes. He commented that in his opinion Council action would not be necessary at this time.
Councilmember O’Leary asked if the residents on the lake are aware of the proposed improvement to the outlet.
Councilmember Hovey stated that the residents adjacent to the lake were notified of the proposed improvement.
Engineer Sterna explained that a few of the lake residents attended the public hearing and that resident Dick Bancroft had expressed the fact that he does not support the outlet improvement.
Councilmember Bulach asked if the lake property owners pay for the outlet installation would the City then maintain the outlet.
Engineer Sterna responded yes and stated that the City had been maintaining the outlet over the years. He advised that this year had been a very wet cycle which had caused the outlet to plug. He stated he had cleaned the pipe recently and planned to ask Council for additional funds to continue maintenance. He noted that the last cleaning was $700.
Councilmember Hovey asked if the other culverts along the road are getting plugged.
Engineer Sterna stated he could review the culverts along Charlton Road and recommend they be cleaned if necessary. He further stated he could also review the pipes along the road. He noted that the City has an annual budget for roadway maintenance.
Attorney Kuntz reviewed the installation agreement that the City had entered with the City of Mendota Heights for the overflow from the outlet.
Mayor Williams asked why the City cleans the outlet if it is not under City ownership.
Attorney Kuntz explained that the outlet drainage affects the roadway and the City has a responsibility to the City of Mendota Heights as part of their agreement not to adversely impact their drainage system. He pointed out that when a problem of this nature occurs, residents look to the City to make the necessary corrections since there is no lake property owners association to contact.
Councilmember O’Leary suggested that the City should legally take ownership of the outlet, make the necessary repairs and then assessment the property owners for the costs.
Councilmember O’Leary moved to authorize the City to accept the bill of sale granting ownership of the Sunfish Lake outlet easement that was prepared 22 years ago in order to repair the outlet to proper working order as part of the Engineer’s Feasibility Report for the proposed Charlton Road Improvement Project so that the City has the authority to prepare an assessment roll for the outlet improvement at such time as the project is ordered, seconded by Councilmember Hovey and carried (4-0)
Engineer Sterna estimated the costs associated with reviewing culverts in the City to determine which ones should be cleaned would be approximately $2,500 to $3,000.
Mayor Williams asked if some of the culverts along Charlton Road would be replaced as part of the road improvement project..
The Engineer explained there are a few that would be part of the project and suggested he could obtain a quote for the work that needs to be done at this time.
Councilmember O’Leary asked if the culverts need to be cleaned now versus waiting for the project and the Engineer responded yes.
Councilmember O’Leary moved to authorize the City Engineer to review the culverts in the City to determine necessary repairs at a cost not to exceed $3,500, seconded by Councilmember Bulach and carried. (4-0)
B. 2017 Street Improvement Update: The Engineer explained the project is near completion and that the costs were $10,000 over the bid amount. He noted that this was due to the fact that the pavement along the road was thicker than anticipated and a few other adjustments were made. He noted that the City had a 10 percent contingency which should cover the costs and that the majority of the billing statements should be included at August meeting for Council review.
The Engineer advised that he would request Council schedule an assessment hearing at their August meeting.
Councilmember O’Leary noted there was loose gravel on east side shoulder along Salem Church Road and questioned if the gravel would wash down during storm water runoff events.
Engineer Sterna explained that most of the slope in that area tips to the west and that is why the curb was installed. He indicated he was not worried about that portion of the road and that the gravel was installed adjacent to the curb due to pedestrian traffic on the road. He explained that there have not been problems with wash outs in that area, however, he offered to review the slope to determine if the curb is high enough to hold the gravel.
C. 2018-2022 CIP: Engineer Sterna asked that Council review the information and forward any comments to him before the August budget meeting. He advised that the City Attorney would be contacting Ehlers & Associates to have them begin the financial analysis when directed by Council. He pointed out that if the Charlton Road project proceeds next year that would be the last major improvement project for a substantial time period. He noted that seal-coating and crack-sealing would be proposed annually to insure that the streets remain in good condition.
D. Charlton Road Grading: The Engineer stated he would monitor Charlton Road to determine if further grading would be needed during the summer.
Councilmember Hovey commented that there are a few bad areas on the road but that the north end is not in bad condition as it was closed off for the Highway 110 improvements.
E. Building Site Reviews: Engineer Sterna did not comment on the site reviews and referred Council to his report.
Public Works Activities Undertaken in the Month of June: None.
Anticipated Engineering Activities for July: A. Charlton Road Improvements: Engineer Sterna stated he would work to finalize the Charlton Road easement meetings with residents during July. He reviewed the meetings he was able to schedule and stated that he would attempt to contact the remaining residents. He advised that he would send the information to Council and staff to determine if they know how to contact the residents who have not responded to the letter he sent.
Anticipated Public Works Activities for July: A. 2017 City Improvement Project: The Engineer stated he would present additional information at the August meeting.
Councilmember Bulach asked if MnDOT would be burying the pipe for the water connection from West St. Paul to Sunfish Lake as part of the Highway 110 project.
Engineer Sterna responded that the Council had determined not to order the connection due to the cost. He explained that he had advised the pipe could be installed by directional boring at a lessor cost to the City.
Council thanked the Engineer for his report.
c. CITY FORESTER: Forester Nayes stated that he issued two (2) burning permits in June. He noted that he removed the sofa that was dumped on Charlton Road and brought it to a recycling center. He asked that he be contacted immediately if anyone sees dumping on a City street so that he may remove the item quickly as this would discourage additional dumping.
The Forester stated that the water outlet from Sunfish Lake is partially blocked by gravel washed in during recent storms. He further stated that the walking trails in Musser and Harmon Parks were moved and cleared of large fallen braches. He advised that he spot sprayed the wild parsnip in Musser Park and along Salem Church Road and explained that the sap of the wild parsnip can cause sever blistering if it gets onto your skin and is exposed to sunlight.
Forester Nayes stated there were no new tree issues in June.
Council thanked the Forester for his report.
d. PUBLIC SAFETY: Chief Shaver referred to his report dated June 30, 2017 and advised that there were two (2) false alarms this month which brings the total to five (5) for the year versus twenty-three (23) for the same time period last year. He commended residents for their diligence in monitoring their alarms. He noted that residents had been very good at calling him regarding posting signage for “No Parking” on one side of the street when they have an event at their homes He further noted that a missing child was found sitting in a car at the location where they were reported missing. He offered to respond to questions.
Council thanked the Police Chief for his report.
Engineer Sterna stated he forgot to advise Council that he had issued a permit to Center Pointe Energy to move a gas line connection from Highway 110 as part of the MnDOT road improvement project when reviewing his report.
8. NEW/OTHER BUSINESS: a. Schedule Public Hearing to Discuss Special Assessments for Street Improvement Project 2017-01 (Salem Church Road and Roanoke Road): Attorney Kuntz explained that the construction project should be completed this month and that staff would present a resolution at the August meeting which calls for a public hearing in September to discuss the assessments for the project. He further advised that after Council adopts the assessment roll at their September meeting, benefitted property owners would have thirty (30) days to pay the assessments prior to the assessment roll being sent to Dakota County for placement on their taxes.
b. Schedule Special Council Meeting on August 1, 2017 to Discuss Proposed 2018 City of Sunfish Lake Budget: Treasurer Lanoue explained that she distributed the Taxable Market Value Comparison to Council this evening which shows that the Market Values increased 8.6% and that Tax Capacity Value increased 9.5% in 2017. She explained that if the tax rates remain the same there would be $49,000 more to levy and that the Debt Service would increase $40,129, which results in a $9,000 overage. She pointed out that based on this information Council could expect a good budget year in 2018.
The Treasurer further explained that the Council annually conducts a Special Budget meeting prior to the regular Council meeting in August to review staff requests for budget expenditures in 2018. She recommended that the meeting be scheduled at 6:00 p.m. on August 1, 2017.
Mayor Williams asked if there were any comments or questions and there was no response.
Councilmember O’Leary moved to schedule a Special Budget Meeting to discuss the proposed 2018 Sunfish Lake City Budget at 6:00 p.m. at St. Anne’s Church, seconded by Councilmember Bulach and carried. (4-0)
c. Consider Appointment of Alternate Representative to Lower Mississippi River Watershed Management Organization (LMRWMO): Mayor Williams explained that he was not able to find an alternate to serve as a representative to the LMRWMO and asked that this item be placed on the August agenda.
d. Discuss Draft 2017-2022 Capital Improvement Plan (CIP): Engineer Sterna advised that this item was discussed as part of his report and that Charlton Road would be discussed in conjunction with the CIP after the financial analysis had been prepared by Ehlers and Associates in order to review the bonding situation.
e. Discuss Charlton Road Easements and Financial Analysis: Engineer Sterna stated this item was discussed as part of his report.
f. Discuss Sunfish Lake Outlet Maintenance: Engineer Sterna stated this item was discussed as part of his report.
h. Discuss Status and Next Steps Regarding Name Change Petition for Hornbeam Lake: Mayor Williams referred to the information sent by resident Scott Spaeth relating to the additional procedures for changing the name of Hornbeam Lake.
Scott Spaeth explained that he sent the signed petition to Dakota County and was informed that step was only the beginning of the process to correct the error in the lake name. He referred to the information sent to him by the County that outlined the next steps in the process to correct the lake name and the costs associated with the steps.
Mayor Williams commented that this was all based on a typographical error.
Mr. Spaeth asked if the City would be willing to pay the fees associated with moving forward on this matter.
Mayor Williams asked the City Attorney if it would be possible to serve papers to him by email to reduce the costs.
Attorney Kuntz stated he was unsure but would review the matter.
Mr. Spaeth pointed out that technically half the lake is in Inver Grove Heights and half in Sunfish Lake. He questioned if the City of Inver Grove Heights should be contacted to determine if they would pay half the costs to correct the problem.
Mayor Williams stated he would contact the Mayor of Inver Grove Heights and ask if the City would be willing to pay half of the costs.
Treasurer Lanoue asked that the bills be sent directly to her attention as the City Treasurer to save time and to keep track of the costs.
The Mayor asked if there were any further questions and there was no response.
Councilmember O’Leary moved to authorize Mr. Spaeth to continue the process to correct and change the name of Hornbeam Lake, to authorize the Mayor to contact Inver Grove Heights to determine if they would pay half the costs for the process and to direct Mr. Spaeth to have the bills sent to Treasurer Lanoue to save time and track costs, seconded by Councilmember Bulach and carried. (4-0)
g. Request for Funding for Sunfish Lake to Participate in Inver Grove Heights Fall Clean-up Day: Mayor Williams asked the City Clerk to present this information.
Clerk Iago explained that the City of Inver Grove Heights had sent an offer for the City of Sunfish Lake to participate in their Fall Clean-Up Day and referred to the email that outlined the costs for Sunfish Lake residents to participate in this event. She noted that it would be more costly for the City to sponsor this type of event on its own and that the recycling grant funds could be used for this purpose. She noted that the Arbor Day event does not collect a substantial amount of recycled materials and that the grant requirements had become more stringent in the past few years.
Forester Nayes advised that the City only collected three (3) old tires at the Arbor Day event.
Councilmember O’Leary asked the amount of funding received and the Clerk responded $1,600.
Mayor Williams asked Clerk Iago to review information relating to the City sharing time with West St. Paul Recycling Coordinator to perform some of her duties.
The Clerk advised that the City of West St. Paul inquired if the Sunfish Lake would be interested in sharing time with their Recycling Coordinator who also works for the cities of Mendota Heights and South St. Paul. She explained that she would be requesting funds for this individual to take over the duties associated with the recycling grant at the budget meeting held in August. She also explained that she had requested additional funding from Dakota County for 2018 to help offset the costs for utilizing this person to oversee the recycling duties, however, she was unsure if the County Board would approve additional funding.
Clerk Iago stated that the cost for participation in the Inver Grove Heights Clean-Up Day were estimated at $560.00 and that the cost to share the Recycling Coordinator with West St. Paul, South St. Paul and Mendota Heights would be approximately $960 for the year in 2018.
There was discussion regarding whether or not residents in Sunfish Lake would participate in the Clean-Up Day activities and Council concurred that the level of participation would not be substantial enough to support the funding. Council also discussed if the requirements were worth receiving the grant funds.
Clerk Iago noted that the City also uses the grant funds to publish the City Newsletter and that the cost of publication takes approximately half of the funds.
Council concurred that they would not be interested in partnering with Inver Grove Heights at this time, but they would most likely support the partnership with West. St. Paul to utilize their Recycling Coordinator to take over the duties associated with the Dakota County grant.
j. Parking on Charlton Road: Councilmember Hovey explained that since the road was closed at the north end on June 12, all traffic enters at the south end of the road. He stated he has had to stop five (5) times to wait for semi-trucks or lawn maintenance vehicles to be moved as they are parking on the road. He also noted that residents have reported near collisions due to site lines being obstructed near the curve at that end of the road and due to how the vehicles are parked on the road. He asked what could be done to alleviate this situation.
Engineer Sterna stated he would contact MnDOT and request that they post “No Parking” signs on the road.
Mayor Williams pointed out that MnDOT does not control the residential lawn care vehicles parked on the road.
Councilmember Hovey pointed out that an emergency vehicle would not be able to reach the north end of the road if vehicles are parked on Charlton Road.
Mayor Williams asked if vehicles should be deterred to park on Delaware Avenue.
Councilmember Bulach pointed out that Delaware is not a good street for parking vehicles.
Councilmember O’Leary asked why the lawn maintenance vehicles are not parked in the residential driveway.
Engineer Sterna asked if the City Code allows the City to impose “no parking” signs on Charlton Road.
Attorney Kuntz advised that the City passed an Ordinance that allows the Police Chief to post “no parking” signage as necessary on City roads.
Chief Shaver stated that he should have statutory authority to post the signs and pointed out that Council may receive phone calls with complaints once the signage is installed.
Councilmember Hovey pointed out that the proposed road improvement for Charlton Road includes areas where parking could occur off the road surface. He pointed out that he also had concerns for pedestrian safety during the construction period.
Mayor Williams explained that residents should be advised that during the construction period on Highway 110 they would be inconvenienced with no parking on Charlton Road.
Council concurred to have the Police Chief post the “No Parking” signs and notify residents that this would be enforced during the construction period.
i. Other: Mayor Williams asked if there was any further business.
Court Fines: Councilmember O’Leary asked how the City obtained the Court Fines shown in the List of Bills.
Treasurer Lanoue explained that the City collects a share of traffic violation finds for offenses that occur within the City. She commented that these fees do not cover the costs for enforcement.
Financial Analysis: Attorney Kuntz explained that the City determine it would be wise to hold off the Financial Analysis related to the Charlton Road project until the City had discussed obtaining easements from the landowners. He indicated that this process was taking more time than anticipated and questioned if the City should move forward with the financial analysis so that the information is received in conjunction with the proposed 2018 budget review. He indicated that in his opinion the cost for this information should not exceed $4,000 and asked if Council wished to move forward at this time.
Councilmember O’Leary asked what the advantage would be to proceed at this time before the residents are contacted regarding the easements.
Attorney Kuntz stated that Council would have the information prior to establishing the proposed budget for 2018 and would be better prepared to make a decision regarding whether or not to proceed with the Charlton Road project. Treasurer Lanoue agreed and stated that Council would have the benefit of the financial analysis to determine how to structure the bond issue if they wished to proceed with the Charlton Road project and how it would affect the budget.
Councilmember Bulach pointed out that Council had determined to go full speed ahead with the project and he supported moving forward to have all the facts before making a decision.
Mayor Williams agreed and asked if there were any further questions or comments and there was no response.
Councilmember Bulach authorized staff to proceed with obtaining a Financial Analysis from Ehlers and Associates relating to the bond status and the proposed Charlton Road Improvement Project at a cost not to exceed $5,000, seconded by Councilmember O’Leary and carried. (4-0)
